No it DOES snap to a mirror, but only within *one* session. As long as
the user keeps mirror.ctan.org as installation source every call to
tlmgr will use another (or the same) mirror.

Only *within* one call the tlpdb and the packages are all downloaded
from the same mirror. before that was not true, as for the tlpdb and the
packages it was possible that different mirrors were used.
