actually, the most important command-line tools are provided, though.
Just for backward compatibility with older TeX Live releases.
The following scripts are supported and can be invoked from the
command line or from batch files:
eps2eps pdf2dsc pdfopt ps2ascii ps2pdf ps2pdf12 ps2pdf13 ps2pdf14
Of course, collection-wintools has to be installed.
However, if you need more, you have to install a recent version of
Ghostscript yourself. This is recommended anyway, at least if you
need any documentation, and it's required if you need Ghostscript as a
printer driver (for instance, to send PostScript or PDF files to
printers which don't understand PostScript). This is not supported by
TeX Live.
GSview is not part of TeX Live (and had never been) because its
license is not appropriate. But as of TeX Live 2008, there is a new,
quite powerful PostScript/PDF previewer. If you have
collection-wintools installed, then a ps_view icon should appear on
your desktop.
