[tex-live] Installation: dviout\dviout.exe not found

There used to be an advice from security experts to deactivate
wscript because it could easily be used by malicious websites. But
things have changed a lot since then.

This apparently assumes that dviout is already set up correctly. But
if dviout.exe is not in a user-writable location, e.g. on a dvd,
then I don't know how to tell dviout.exe how to configure e.g.
automatic font generation except via the command-line. But maybe I
missed something.
