[tex-live] texdoc todo

I tried to read the documentation of the LaTeX package "todo" with

  texdoc todo

and get as the result the content of

  .../texmf-dist/doc/context/third/letter/todo.txt

instead of

  .../texmf-dist/doc/latex/todo/todo.dvi

(a file "todo.pdf" would be better)
