It seems that the perl shipped with installer is out of sync from the
one used by tlmgr. In the meantime you can grab Temp.pm (and maybe
some others) from:

http://www.tug.org/svn/texlive/trunk/Master/tlpkg/tlperl/lib/File

and put it in .../tlpkg/installer/perllib/File of the installer. I
hope it will solve the problem, I can't test it know.
