[tex-live] Broken Net-Installer for Win32

Hi Tomek,

I copied a few files that were explicitly stated as missing to run into
the following error:

Replacing everything in "install-tl\tlpkg\installer\perllib" by the
content of "trunk/Master/tlpkg/tlperl/lib" solved the problem.
