[tex-live] emacs22 update failed due to unknown coding of tkz-doc.cls

Hallo everybody;

updating emacs22-gtk (Debian SID latest emacs2-update to 22.3+1-1.1)
failed because the coding of tkz-doc.cls could not be understood by
update-auctex-elisp. tkz-doc.cls is in TL2008.

The proposed solution by Sven Joachim <svenjoac at gmx.de> is:

        As a one-time shot, try
        
        LANG=de_DE.UTF-8 dpkg --pending --configure
        
        If that works, you can put a first line like this:
        
        % -*- Coding: utf-8 -*-
        
        into tkz-doc.cls to let Emacs know this file is in UTF-8.
        

The one-liner worked for me. Now there is a proposed change for a file in texlive2008. 

Is such a change possible? General solution not manually here in my PC. Is there any reason not to include such a line? 

Newer versions of Emacs (emacs-snapshot-gtk which is actually version 23.0.95.1) do work without the proposed line.
