Expanding the above we would get:
	bibtex
	collection-basic
	ctie
	metafont
	metapost
	patgen
	pdftex
	tex
	texdoc
	tie
	web
so it is only one collection. There are some cross-package dependencies,
but they are not soo important.

So no bug.

But, well observed!!!
