[tex-live] ctan mirroring of tex live

at present, ctan gets tex live through cam.ctan.org (i.e., the other
ctans mirror me for it).  the structure of the mirror is going to change
when tl 2009 is released, and we will need to do some work on how
mirroring is done, at that time.

we're nearing the holiday season (those of us in europe, anyway), so
there's a potential for problems if a change is needed during august.

i don't expect anyone of the tex live team to reply here, but a message
to ctan at dante.de about whether we need to make contingency plans would
be welcome.
