No, there isn't such '--no-auto-install' option yet. It can always be
achieved manually (although not as conveniently) by forcibly removing
the auto-installed packages.

As for installing the removed packages and/or removing orphan packages
(left due to --no-remove) we could add, say --sync switch, for
synchronization with the remote repository, e.g.:

  tlmgr update --sync collection-foo package-bar
  tlmgr update --sync --all

to synchronize the selected collections/packages and the enitire
installation, respectively. However, I worry a bit that the update
subroutine will soon turn into full blown "package calculator" that
nobody will understand. Norbert, perhaps we should discuss that off
the list in more detail.
