ps2pdf is a BAT script, it needs quoted parameters, i.e. "%1", not %1.
I am not sure whether it is done. If not, you should complain to the
ghostscript developers.

It does not matter whether you have dvi, ps or pdf. The output is
limited by the quality of the output device. You must know the
properties of the device and prepare the output accordingly (use
bitmap font in the correct resolution and correct MF mode or vector
font). PS may be tricky, you must know the device and sometimes set
some device dependent options. If you do not know the properties of
the device, PDF with vector fonts is usually the best choice because
it will be printed usind a device driver that enforces correct device
dependent settings.
