[tex-live] Build process: Configure and compilation mixed up?

    Can you give me a hint?  I cannot find it with the search terms I used.

I don't remember what was sent to the list (or which list, or when), but
here's what Peter sent me and Thanh once, early on:

The purpose of this new procedure is, that any package is configured only
after all its prerequisite libraries have been built.  Thus a package can do
whatever tests it finds necessary, testing either library versions just
built as part of the TL tree or installed system versions.

This should allow to better integrate packages maintained independently,
ideally without the need for any modification.
