Bummer, latex.ini contains a
	\scrollmode
while mllatex.ini only
	\input latex.ltx
which is bad.

Bummer.

Frank, how do we continue with that? THe problem is that some .ini files
contain scrollmode, some not (mllatex, cslatex). 

We either have to patch latex.ltx to change the errmessage to something
else like message, or patch the .ini files to contain scrollmode?

Karl, do you have any suggestions for that? Currently fmtutil still
returns failure for mllatex, cslatex (but not latex and pdflatex itself)
when run with an old TeX. The same will hit us next year ...
