???? Installation is done with install-tl, NOT with tlmgr.
Are you sure what you are talking about?
You should copy the contents of the DVD to the USB stick.
Then call install-tl from the USB stick. Not tlmgr or anything else.

There is one. Copy everything from the DVD. It works. I did it. I do
many other installation methods.
