It is true that by investing more effort it would be possible to make
an installer that works on small machines, but there are other
places where that effort can be put to good use, such as native
packages (.deb, .rpm) for linux distros.   Them as does the work
get to choose the priorities, and those choices are influenced by
the background and experience of the individuals.

There are a number of ways to get TL2008 onto small machines
(e.g., using an external USB disk, cloning an install done on a
larger machine) that don't require using the installer.
