the thing that disturbs me is that, on the whole, i don't (none of us
do) get to read the whole of every file that is submitted.

then something like this turns up, and we're looking stupid because it
seems we're offering illegal material.

on the whole, i feel we ought to delete the package, but i've not had
responses from all of the ctan team.

if the owners of the file want us to continue to hold it, they must edit
the file to remove the statement that forbids ctan to offer the file
for download.
