[tex-live] Incorrect font metric information in LaTeX circle font

Indeed, but the tfm files in the TeX Live repository

  texmf-dist/fonts/tfm/public/latex-fonts

are wrong. Please replace them with the correct ones (e.g., on 
CTAN:/fonts/latex/tfm).

Should I file bug reports against miktex, ubuntu, debian, etc?
