grepping the TW source code indicates that it's used by Jérôme's  
SyncTeX code, in synctex_parser_utils.c, only when built on Windows.  
It's only used in generating an error message. We could eliminate it  
without too much trouble, I expect, but I can't do anything about it  
this week, sorry.

In any case, I've always assumed XP would be the minimum system  
requirement for texworks; if it happens to work on anything earlier,  
that's purely by chance. :)

BTW, this might mean that the synctex command-line tool in TL will  
also fail on Win2K, depending how that is built.
