[tex-live] mktexpk doesn't run mktexmf on windows

Hi all!

Just spotted...
On windows, when processing a .tex file with missing fonts kpathsea 
runs mktextfm, which in turn runs mktexmf. To the contrast, when 
processing .dvi with missing fonts (say, by dvips or dviout), kpathsea 
runs mktextfm, which doesn't run mktexmf.

So when you run tex+dviout (.mf files are created at the first stage). 
But when you run just dviout, it fails.

Another issue: after successful run of mktextfm or mktexpk I get a 
message "mktexupd failed".

Works fine on linux.
