My original mail clearly documents a case where "something" breaks.
One could argue, that Embarcadero is doing the check the wrong way in
C++Builder, but one could also argue that the TeX Live installer
fiddles around with things that are just not its business. The
installer should make as few assumptions as possible about the
behaviour of other software, no matter how standards compliant or
insane this behaviour is.

If I understand you correct, you have changed the the installer, so I
think everything is fine now. Thanks a lot.
