i spent a large part of the day tl09 appeared updating the ctan
catalogue.  this was because all the things that have appeared on ctan
since the freeze, had appeared in tl09; i needed to update the catalogue
entry to point at the tl package.

so no, there has been no hiatus of "ctan uploads sitting waiting".  tl08
was frozen because tl09's tlnet was defined differently, and the team
(quite reasonably) decided they didn't want to maintain both trees in
parallel, and they obviously wanted an up-to-date tlnet at day 1 of
tl09.

you can expect updates to tlnet, as and when things appear on ctan.
