There is a texmf-local tree created when the TL installation is
performed (it's empty by default).  If you put your files there and run
mktexlsr, they should be found.

There is also a TEXMFHOME tree that you could use; that is ~/texmf,
where "~" is USERPROFILE on Windows and HOME on Unix.

If WinEdt needs special settings to recognize them so you can do your
global replace, sorry, I'm clueless.  I surmise you'd have better luck
asking in a WinEdt forum.
