[tex-live] "tlmgr" command doesn't work...

Hi,

This is a question more from curiosity; i tried to run tlmgr utility on my
OS X 10.5.8 but my system couldn't find it. I have mactex 2007 installed.

I am wondering whether this utility was added in later distributions or
there is some thing missing on my system.
