I obtained the tlcritical update for Windows XP without problems.

I ran tlmgr update --all and it worked as advertised.
Various other local commands (show, check, option, conf, list)
work as before. I did not try tlmgr paper, except in admin mode.

So: no problems here. But one minor display problem:
   tlmg check depends
displays (among many other similar lines):
   collection-langcroatian occurring in scheme-fullscheme-tetex
which lacks a space (and perhaps also a comma) between the two
schemes. (The line is otherwise correct, as I had removed
collection-langcroation.
