at least for my scenario (using rsync on Linux, writing to msdos usb stick)
I do not get any directory entry "update-tlmgr-latest.exe" if I don't use 
option "-L".

speaking about the loss of information I do not /need/ this entry, since it's
"only" a link/pointer/reference to the "latest" update-tlmgr-r*.exe. 
so right now I could "easily" decide which one of those two copies
might be the "latest" one for me:

   -rwxr-xr-x 1 koenig root 1009454 Sep 16 05:33 update-tlmgr-r15310.exe
   -rwxr-xr-x 1 koenig root  924301 Oct  6 03:34 update-tlmgr-r15651.exe

but as I'm humen==lazy  and human==error-prone I decided that I *must* have 
the "real" one and only update-tlmgr-latest.exe (as a copy of update-tlmgr-r15651.exe,
taking some extra disk space of course).


so, depending on 

(a) if you already got a copy of update-tlmgr-r15651.exe, and
(b) you like to sort/select the "latest" exe yourself,

your milage (or mileage? sp?) may vary, but *I* /need/ to use option "-L" 
to rsync TeXliveto be happy... ;-)


still (maybe even more?) confused ? ;-)
