[tex-live] tl09 release status: coming up

After "-avz" replaced "-r", the Rsynch appeared to
take place instantaneously (the previous run had had
"-avz" as well as "-r", and took finite time),
the .manifest file has  re-appeared, and PERL has once
again stopped working ("Access is denied").
