It is also not very clear about whether modification and redistribution
is allowed.  Every second sentence suggests something different.

When Kostis released the package, the GPL was a rather new license and
less well understood than nowadays.  And it may be that using the GPL
was not the first thing he thought of.

Anyway, I hope he gives a comment.  I should think it likely that he is
not all too concerned about the exact licensing terms, as long as it is
sort of free, with sort of correct attribution.  But certainly we can't
second-guess that on our own.
