[tex-live] TL release status

I hope/believe the current TL svn will represent the final release.
Further changes should not be made by anyone unless they are truly critical.

We'll let the usual rebuild run tonight to update tlpdb etc.  Unless
there are problems, I'll then turn off the cron job.

I have installed the packages that made it to CTAN today, such as
oberdiek and docmute.  They should show up on tlnet after tonight's
update.

There will be several days for testing before the release is made
official, because (unfortunately) I unavoidably have to be offline this
week from Tue-Sat.  Other TL developers can rebuild if it's needed in
the interim.  After I get back, if no severe problems have developed,
I'll push it out and we can get on with things.
