[tex-live] TL 2009 : No menu entry in Start/Programs

Hmm, this one did not get very far off the ground.
I unpacked the cited ZIP file into :

	H:\TeX\Live\2009\bin\win32

double-clicked on w32client.bat, and was told :

Incidentally, is there any reason why (a) there are two
PERL script whose extension is null (rather than ".pl"
or ".perl"), and (b) those scripts start with what
appears to be some sort of command to a Unix CLI
("#!/usr/bin/env perl"), and (c) these null-extension
files have  what appear to be Unix-style line endings.

Given that these are W32-specific, both (b) and (c)
appear very odd to me, and (a) is at least strange ...
