certainly, in my view.

every step that tex live takes to make installation difficult for users
in managed environments, makes life even more difficult for users who
want to install on their home machines.

i feel claire's targets aren't high enough.  sure, we would like tex to
be part of every system install, but we all know that's not going to
happen.  spreading of the tex word (which is a serious part of tug's
mandate) isn't going to happen if it's up to a bofl to decide that his
users may be permitted to investigate tex live.

(i speak with some urgency, seeing as i'm not far off that blessed grove
that phil inhabits -- the age of retirement.  at that point, my tex
system will be entirely my own responsibility.  oh dear, it's going to
be difficult not having the rest of the team to call on ... i fear
standards are going to lapse.)
