To add to what Karl Berry have already answered.

AFAIK 'unknown' is not used any more, it's replaced by noinfo. Actually 
there is an entry in the Catalogue (but not in texlive.tlpdb) with 
license type 'unknown' -- latex2e-reference.xml. Probably, an error.

Packages in texlive labeled 'artistic' are actually licensed "under 
the same terms as Perl itself", i.e. artistic+gpl. Cf. the beginning

info.

IMHO the real problem is noinfo.
