For security reasons.  Otherwise someone could send you a document
zipped along with a rogue, say latexmk.pl, and gotcha.

For testing

set TEXMFSCRIPTS=.;

in the current command prompt. That's what I do. Or you can add this
to the top texmf.cnf if you prefer.
