Unless I'm mistaken, there is no technical problem with the current
insfrastructure concerning binaries updates. The fact that we don't ship newer
binaries for LuaTeX more than once a year is rather a matter of policy. We want
to avoid problems with binaries changing too fast, and besides, we don't have an
automated build infrastructure, so building TeX Live binaries is a non-trivial task.

Besides, even if we decided to update binaries between major versions (which I'm
not saying we're likely to do, just do be clear), we'd probably only ship
"stable" betas of LuaTeX (0.X0.y), and there are not so many of them between two
yearly TL releases (TL 2010 had 0.40.6, TL2010 is going to ship 0.60.x, only
0.50 is "missing").

Also note that it is rather easy to grab a LuaTeX binary for your platform from
the ConTeXt minimals distribution (linked from
<http://luatex.org/download.html>) and install it on top of your TL
installation. Here are instructions (in French, sorry, but I can attempt a quick
translation if you need one):

I'm using this setup daily (also with locally compiled LuaTeX binaries) and
never had the slightest problem with it.

Manuel.
