if it's unmaintained, such things aren't necessarily reliable.

i don't know whether axel was right or wrong.  i don't believe we have
evidence either way (essentially no-one bothers to tell ctan that
they've stopped supporting their packages -- i can think of only two
people who have notified us, in all the time i've been co-running ctan).

the only way we can actually answer the question is to attempt to
contact dr cochran; i'll try that later tonight.
