Of course, for all "paper-producing" TeX applications.  And "texconfig
dvips paper" sets the systemwide default for dvips.  Why don't you
restrict that to letter and a4?  And what about dvipdfmx?

I'm sure that in Debian quite a couple will do, and if only for testing
whether libpaper is properly supported.  I'm not sure about real
use-cases.  

But I also don't see a reason to allow all sizes that xdvi, dvips, and
dvipdfmx understand for those, but only letter and a4 for pdftex and for
all.
