Hi Lars,
it's not an Emacs for Windows. It's GNU Emacs compiled on Windows
and bundled with AucTeX and a few extra DLLs for graphics support.
Regarding xpdf, it's the default on Unix. AFAIK "start" is used in
order to invoke the default viewer on Windows. Could you try again
with your .emacs temporarily removed? I can't remember that I ever
had to configure this manually.
Do you have a default viewer (a file-type association for .pdf) at all?
Does
start "" <foo>.pdf
launch a viewer? It's mandatory on Windows.

I can't and don't want to provide a modified AucTeX for TL/Windows.
