For those who want to try it on Windows I just put a statically linked 
version of GNU make 3.81 for win32 on my web server:

  http://ms25.ath.cx/w32/GNUmake/make-3.81-w32.zip

You only need this file but according to the GPL I have to provide the
sources too.

If you really need the sources, better get them from

  ftp://ftp.gnu.org/gnu/make

The .zip file contains two files, make.exe and make.pdf.  The easiest
way to install them is to put make.exe into texlive/20xx/bin/win32 and
make.pdf somewhere under TEXMFHOME or TEXMFLOCAL where texdoc can find
it.

Sure, the minimal example I provided is so simple that it's sufficient
to type the commands once on the CLI and use the cursor keys in order
to avoid re-typing commands again.

But I fear that nobody would try Manuel's example (lshort) without
make.  Furthermore, make is quite useful in the TeX world, it's
unavoidable if you have to manage large projects.

PS: The phrase "statically linked" means that you don't have to
    install anything else.  Neither MinGW nor Cygwin is required.
