really rather few packages are available in tds-based forms, other than
through tex live or miktex.  (in particular, none of don story's are
likely to be: he uses y&y tex, whose author set his face against
organising files *long* ago -- long before the company y&y closed its
doors.)

it's not clear to me what you're saying here.  ctan certainly holds
documents whose source is not available.  when we notice the problem, we
tend to alert the author to the consequences, which is how this whole
starburst of complaint and counter-complaint started.

this assumes that the present maintainers of ctan can be replaced when
they retire, or that they can afford to keep the work up when they
retire.  the latter point is likely to be difficult for me (i'm not far
from retiring).

acrotex.net has survived don retiring.  i presume he gains income
through it (sensible man): i would gain no income from continuing ctan
work.

in short, don't assume anything.
