Indeed, and it's not trivial to update it from 2007 to 2008/2009/2010,
as it wasn't trivial to update from teTeX to TeX Live. Fedora is still
shipping TL2007 (basically since June 2008), and it had teTeX prior to
that.

Yes.

Indeed. We should rather be grateful that TeX Live infrastructure is
so good that it allows manual installation and maintenance for those
who want the latest bits.
