Yes. I think I put it badly or was just confused when I wrote that.

Yes. I realise different encodings need different names (even if I
could not have said why). The question concerns what to do about cases
where different font packages use the same encoding i.e. is it best to
have a 1-1 mapping from encoding names to definitions or a many-1
mapping. (The case of a 1-many mapping is definitely out.)

It seems that a many-1 mapping is favourite so that's what I'll do...
