[tex-live] textlive seems to ignore top of home tree

Sure, but it's easier said than done.

It won't work anyway.  TL depends on the directory structure.  Search
for "TEXINPUTS." in texmf/web2c/texmf.cnf.  Search paths depend on the
engine you are using.  You can't throw everything into a single
directory.
