If stable=frozen then TL2009 is now stable. Self-updating which is a
great strength of TL is from the administrative point of view its
biggest weakness as there always be newly introduced bugs and system
administrator should be sure that nothing in the installation has been
changed when  Dr. Big Mouth comes screaming "Bloody Murder! What have
you changed that my file stop working?!!" while in fact it was Dr. Big
Mouth himself who made "a minor modification"
