Unfortunaley, "install --reinstall" needs a packagename (not --all)

so I have run:
% tlmgr update --all > list     (which displayed all warnings that
local is newer than the remote)
% cut -f1 -d":" list > list1
% foreach j (`cat list`)
> tlmgr install --reinstall $j
> end

Now my a2ping.x86_64-linux has 8601 number while a2ping  has 18835

Am I correct that today ONLY binaries got lesser numbers? Will be it a
case during Armageddon (aka rebuild?)
