[tex-live] html version of texlive manual translates ~ to non-breaking space

There are many places in the texlive manual where a ~ is supposed to be 
printed as part of a file name.  See, for example, Section 5 (Maximally 
portable TEX Live on DVD and USB), which should contain 
~/.tlportable20xx.  In the html version of the manual, these ~'s all get 
translated to ' ' (non-breaking space), making them invisible. 
The pdf version is OK.
