Well, probably most formats that are shipped for most users, still it
is not the necessary.

Did you remove xetex format when it was introduced?

ANyway, did you disable it via the correct method describe in:
	tlmgr man
	section "action generate"
or online:
	http://www.tug.org/texlive/doc/tlmgr.html#generate__option_____what

If yes, then this is a bug and errors from this should be ingored.

If you edited fmtutil.cnf by hand or keep a local version of it then
we cannot do anything.
