It does not matter what shell is used, mktexlsr works the same way.

It may or may not matter. If there is no change in the corresponding
tree may remain unchanged. The problems with write permissions can
arise if you install TL as a normal user and then invoke mktexlsr as
admin. The fastest solution is to delete all ls-R files from all TeX
tress as admin and then call mktexlsr as normal user. Be sure that the
directories themselves are writable.
