TEXMFDBS in cmdset.txt has two spaces between paths, as you
noticed.  You don't need to define TEXMFDBS.
It is best to use the default setting.

On windows, ~ expands as $USERPROFILE, thus
$TEXMFHOME=C:/Documents and Settings/jhharris/texmf

In general, it may be a source of various errors to
try to redefine TeX related variables.
