Several years ago this problem cropped up for pdftex-1.40 and changes
were made to libkpathsea.

I agree, but what you are doing is fragile and the result may only be
useful to you.

As  Victor Ivrii notes, it should be enough to get the kpathsea
sources, but in any case

ftp://ftp.tug.org/tex/texlive/Source/texlive-20091011-source.tar.xz (28M)

should allow you to build a working libkpathsea.a and will also have
the necessary
header files.
