[tex-live] texconfig-sys init fails in bin directory

    actually the "amstex" binary is read, giving such an error:
    ! Text line contains an invalid character.
    l.1 ^^?

I asked AMS tech-support to add explicit extensions to amstex.ini, as we
have done with other .ini files.
