[tex-live] Were any binaries updated via tlmgr for TeX Live 2009?

If your question is whether it's technically possible or not to update the
binaries using tlmgr, the answer is yes.

To the best of my knowledge, the only binaries updates that happened this year
were bugfixes in windows binaries (the bug was specific to windows).

Since tlmgr doesn't use a rsync-like algorithm, but just plain old tar (and xz),
the siez would probably not be a good indication.

As Norbert said, the svn log is the definitive answer to this question.
